Non-Delivery for Service already paid

I had numerous meetings with this person, who promised to set up a website for me. Like an idiot, I paid upfront and have never heard a word from her since. She has not returned any of my calls. Can anything be done? Her phone number is ***. Has anyone else been taken by this person?
