Camel Activate Yellow, no switch

It’s happened a couple of times that I've bought a box of camel activate yellow and there has been no switch ball. Again today I’ve purchased a box and I’ve had a total of 5 cigarettes without the switch ball and I’m starting to find this a bit ridiculous. How does this bypass quality check so often?
