No stock no money for lay by item

Did a lay by , when I went to collect and pay final payment . They had no stock of my lay by . So I requested a refund of the lay by , just to be told it would take 17 days to refund . No I don't have my item or my money . Just another entitled company that make you feel like they are doing you a favour
