No customer service , no refund no product

Been 2 weeks now since I had to request a refund on my lay-by because they didn't have stock of my item . Still no refund . No one from Russell's has even attempted to contact me and offer an explanation as to why I don't have my money yet .... how to they get away with keeping your money and not supplying you with your item ?
