Why is getting a flat through Joscho such a hassle

I have been waiting for a call for an available unit since July 2016. I called JOSHCO last year early July when I was looking to apply for a flat at Kliptown as I was informed by the security that there were some available units. I was told to come to the JOSHCO offices in Doornfontein with my 3 months bank statement, my latest pay slip, my proof of residential and my ID. I went the next day and there was a Zulu woman at the reception who attended me. I explained my reason of being there and realised that she is the lady I had spoken to the previous day. When I told her that the security had informed me of available units she then explained that there is a process of applying, that I would have to leave my documents with her and she would put my name in a waiting list and once there were available units around Soweto or Fleurhof I would receive a call from her. I am sad to say that I am still waiting for a call to date. When I went to apply for a unit last year I was pregnant thinking that a flat in a secure area would be ideal once I had a baby. I have called JOSHCO to query about this more than 5 times and the only thing they can tell me is that there aren't any units yet. Do I have to bride or sell my soul to get accomodation or what?. I am really disappointed as they make it seem like its free accomodation and you won't pay for it.
