Marriage Documents were not submitted to Home Affairs

As part of John's booking form, he lists that his quote includes:

5) Submitting your documents to Home Affairs. a. I will submit all your documents to Home Affairs, on your behalf, after which they will register your marriage within a few weeks. b. They will also stamp the Marriage Register to confirm receipt of all documents required.

We discovered 8 months after being married by John, that our documents weren't ever submitted to Home Affairs and we ended up having to pay a 3rd party agent to collect our documents from John and courier it to Pretoria where this agent processed our paperwork and registered our marriage.

We were never given an explanation as to why John chose not to submit our marriage documents to Home Affairs.
