Scales on fish(Hake thermidor)

I've always ordered the hake thermidor from John dorys and never had a problem , today I ordered the same meal (R159) with salad instead of fries and rice. The fish was battered, but not cleaned, it had scales. I was told by the manager that the fish isn't fresh and they don't prepare it because it comes battered /Frozen from the supplier. Really disappointed in how the standards drop but prices increase. It was a sad meal to eat plus the restaurant was absolutely empty but my order took forever too arrive. Hake fillet was sliced in half aswell and sold as a two piece. What a joke.
