I'm writing to you with a heavy heart, feeling defeated and hopeless. My name is Richard Arthur Marks, and I'm an 84-year-old citizen who's been living alone since my wife passed away.

For the past six months, I've been struggling to make ends meet due to the exorbitant water bills I've been receiving. Despite my meager pension, I've been forced to pay over R800 every month. The burden of these bills has been crushing me, leaving me with barely enough to buy food and medication.

Every time I try to seek help from the department, I'm met with indifference and dismissal. They tell me that the amount is an estimation, but I know that's not true. I've been living in this small house for over 40 years, and I know my water usage hasn't increased. It's clear that there's been a mistake, but no one seems to care.

The situation has become so desperate that I've had to fix my pavement twice, paying out of my own pocket because the department's repairs didn't last. It's not just the financial strain that's hurting me; it's the feeling of being ignored and disrespected.

As an elderly citizen, I'm supposed to be enjoying my golden years, but instead, I'm struggling to survive. I'm tired of fighting, tired of begging for help. I just want someone to listen to me, to care about my plight.

Please, I beg of you, investigate this matter and help me find a solution. I'm not asking for much, just a fair chance to live out my remaining years with dignity.
