Terrible service.

Good-day. I've visited Joshco offices to enquire about the flats in Devland, and was not given much joy. At the reception, I was just provided with a small piece of paper indicating which documents is required and a telephone nr, and was told that I should call in everyday to follow up on the progress. I've been calling more then so many times, no one is answering the phone. This has been going on for the past weeks. Pls advice how can I escalate the matter. Your assistance will be highly appreciated.
