Low cost flats

JOSHCO staff members are very ***********. I've been trying to apply for a flat since 2016 and I can't seem to get clear answer. I ve spoke most of the staff and each of them have a different answer all the time. They would advise me to call after 2 weeks,the other would say call after a month,sometimes they would day everything is on hold while others would say I don't qualify. The criteria says I must not earn more than R7500. My basic is R6400 with an incentive of R1500 that I cannot guarantee every month. I pay tax and provident fund and UIFon that amount. We are a family of 4 and we live in a single backroom that I'm currently renting and paying R1500 There was an advert regarding freedom park flats,I tried to enquire about that as well and again I didn't get a concrete answer. I don't know if we should now bribe to get this flats. Please assist
