UTTER DISGUST!!!

In 2014 my car was damaged by a pothole under JRA. It has been 3 years of dragging this case out, to the point that I have reached out to the ombudsman for assistance. JRA employees, namely Mrs. Carol Ngubane has expressed complete incompetency and non compliance when she first advised me to ONLY hand in all documentation into her hands. All docs were handed into her hands in April 2014. I received NO feedback, and continued to contact Carol. In October she responds adding that she has LOST ALL my documentation and that my case was moved to another employee within the office, Makweete Malatsi. Within the 3 years of ME and ONLY myself making contact with JRA, I've had to forward whatever documents I could recover on my email to ALL parties involved because Carol was NOT able TO DO HER JOB from the ONSET. I forwarded my quotes and claim forms to Makweete Malatsi at JRA, yet Carol was in the same office and supppsedly had my docs scanned into her computer but could never account for them. Then to Daphne Ramaro, at public claims, Bonnie Baloyi at Johannesburg Water because JRA was so DISORGANIZED that they could not remember if the pothole fell under their jurisdiction and therefore tried to push the blame onto Johannesburg Water. Thereafter the case was pushed back to JRA and made it to public claims department. An assessor was assigned to assess my vehicle for damages. Nic Theunissen from Shepherd Motor Assessors did not make the mistake to attempt TO DO his JOB! He rather arrogantly expressed himself over the phone stating that JRA " these people don't pay me enough to come out to you" He therefore submitted his assessor a report without assessing my car! I had mentioned to him that Carol Ngubane lost a 1 or 2 of my quotes that I had handed into her hands. Nic paid no mind to what I said about my quotes and continued to assess NOTHING... submitted his report to public claims, after which I was offered a settlement offer of R4350 when my damages exceeded R14000. I feel that JRA's employees have misconducted themselves in the above regard as they lack professionalism and compliance. To this very day, Carol Ngubane has blatantly **** to her superiors to cover up her negligent actions in losing my documentation. Thus, JRA declining my request to submit new documentation. Lack if accountability from JRA employees since I should just accept the settlement which will not cover all of my car damages. YET Carol had lost my documentation. Lack of respect displayed towards my claim, as it was dragged out, lost my documentation and shown NO urgency. The allegations towards me of documents not submitted for the claim when in fact everything was submitted but lost by Carol Ngubane who then took it upon herself to call me in 2017 and lie about recovering certain parts of my documentation. I then found after investigating that I was the one who sent through any electronic copies I had from my documentation, to the various JRA employees I dealt with. Carol Ngubane has fabricated all her stories and has taken NO accountability for her actions. She serves NO purpose in the role at JRA and should be given work within her level of competency if this is how she represents JRA. My issue now is that Im forced to accept a settlement of R4350 due to her losing my documentation and covering it all up with fabrication. A full loss of R10 000 in damages thanks to her. After I had requested to get new quotes, suddenly new quotes cannot be used! It suits JRA fine not to accept accountability for losing my quotes. They have openly made it known that due to the matter being dealt with in 2017, no new quotes can be accepted! Yet! It is their fault that the matter was dragged out! Why hey should I pay for their incompetence???? please help!!!?
