Stormwater drain

I bought a house at Protea Glen ext 26 number 23173 nectarine street..my main problem is the drain that runs through my yard and is blocked..when the neighbours clean their dustbin the smelly water runs to my yard and it courses an unpleasant smell which invites mosquitoes and rats..four slaps has broken and block the drain..I've tried everything for JRA to help me but they don't..I've spoken to Mr Ngobeni the manager,Toney the inspector,Stuart Sello the inspector,Sam masango the site manager but I failed.. They are all giving me excuses and now they r ignoring my calls and e-mail.. The broken slaps are a danger to my family and the smell can course them a harm.. The house is not enjoyable at all..Can you please intervene on this matter as the mayor didn't respond too and today I wrote to Public protector and see what she can do..water from all the neighbouring are coming straight to his drain and as it is blocked everyhing just become a mess in the yard..
