Rubble left on the lawn for long period

Johannesburg roads agency left a huge pile of the old tar and the soil from where they were fixing on our lawn for more than 3 months now.. I called them in August and opened a ticket *** for them to collect it as they collected from other people on our street and around the neighborhood. It's been more than a month now of following up but nothing happens. Last week I called and the consultant put me on a speaker and muted themselves I kept saying hello like a mad person.. I could hear other people in the background but she pretended as if she can hear me then Finally she cut the call. Mind you this is my airtime and time that I am using to keep following up on something that I didn't even initiate. Can you JRA please come collect this dirt? Our lawn is dying and I highly doubt that you will compensate us for this. What a bad service from you all! I'm absolutely gutted!
