bad service delivery

I went to Johannesburg Road Agency since last year to lodge a complaint about the passage that is closed to my<br> Kitchen door .they come they even took pics of it .when it rain the water just stops there they told me they will come<br> And closed it and put water pipes still now nothing happens for two years now am still waiting I cant even build a wall<br> In my yard because the wall will fall please help me .<br>
