Paid depost but the work has never been done

We found Johan Cloete on the Southern Suburbs Bric a Brac group on facebook. We contacted him regarding purchasing and installing a Jungle Gym. He was pleasant enough on the phone and came to our house to discuss what we wanted. We paid him a deposit upfront and he told us he would come and deliver and install the jungle gym the next week. Unfortunately when the day came for him to deliver and install, he never arrived ! I tried calling him and tried sending whatsapp messages but his phone was off and the messages never delivered. The next day his phone was on and my whatsapp messages delivered, however he never rep**** to them, he never answered my calls and he never called me back. I feared the worst and decided to do some digging on facebook and I managed to find another person who had the same experience with him the previous year. He has since been in contact with me via whatsapp, but he will not take or return my calls and to this day has yet to arrive to install the jungle gym, or refund my deposit.
