Misleading workmanship

A gentleman by the name of Joe did tarring at my home and business. He insisted on payment a day after completion and threatened me if I did not pay. Needless to say, the tarring has ****s coming through and is lifting up in several places. He refuses to come back. Unfortunately, he conned me by saying he is a preacher and I felt I could trust him. He was paid a lot of money, I should have used a reputable business because at the least they wouldn't threaten me with violence for payment.
