Angry with JHC

On the 03/06/2019 I went to jhc housing to apply for a flat for building number 38 at jeppe oval gardens however on the 04/06/2019 I went back to cancel the flat as I was no longer moving in due to me relocating to another province I had already paid R6456.39 and I was advise I would be refunded my funds and only be charged the penalty fee which is R750 to my surprise today I only received R463 when I call there office to query what I was told and what I just received I was advise they decided to take the rent money yet I never moved in and I believe there should be a le-way if I want to cancel I want my money back this is not fair I cancelled the flat within 24 hours the guy who helped me at the office said his manager decided after I left that they should charge me for rent how???

JHC is *****ing from me and if it’s means I take them to court so shall it be.
