Jeep - how can I speak to someone who has any authority?

For nine weeks I've been calling the Jeep customer care line, and I always get a new person. Nine weeks ago I was told to take out Jeep to Rola in Somerset West, Big Mistake...Huge! They still have the vehicle, and still have not started the repair. This month we will pay the 4th car payment for a car we don't have, where is a vehicle that we can use in the meantime? I cannot get hold of anyone who is not an external call centre agent. Anyone home? Anyone want to buy a jeep that we drove in yet cannot drive out?
