Takes money but doesn't return to do work

We paid him R8000 to repair our irrigation system. He started to dig up pipes, lifted paving. Had to return the next Monday (5 weeks ago) to finish connecting pipes and fit new solenoids and refit paving. Every time we phone he has excuses of a sick child. We do have empathy but has his workers been on paid leave for 5 weeks also??? Or is this just a ****???
