Dispute on utility bill charged to tenants excluded from the monthly rental.

I have been renting a one bedroom cottage from this landlord at address 4 Pikkewyn str. RAND Park Ridge Randburg. She is charging exhorbant levies on the utility bill which include water and electricity. Estimate amounts are charged according to consumption contained in one electricity bill which is not prepaid as there is no meter. Please don't rent from this landlord Janine Ainge as she is exploiting tenants. I have also reported her to the Rental tribunal for follow up and investigation.
