Janell place body corporate fails to pay water bills thus leaving the place with no electric that has been cut

I own one of the flats at janell, the body corporate failed to do there job, thus leaving 50% of all the flats in Janell place, without power. They failed to pay the water bill on time, and thats every time, i am way infront with my payments in levies and water bills, now im without electric because of a corporate that fails in there own line of work. I dont know how they do this, and why, but the power is cut off due to Janell body corporates poor work
