Certificate of Compliance not compliant

Jaco should not be allowed to do Certificates of Compliance for properties to be sold. We bought a property in Cape Town. Unfortunately we smelled a rat too late. Only after transfer. A second opinion (highly respected company) identified 16 faults not compliant. This electrician was negligent and was clearly not fami**** with the latest safety requirements. How does an electrician not know 36 downlighters covered with insulation, is a fire hazard? Did not install glands, rectify exposed connections. Liver cables not traced and blanked off?
