Jabulani Veiws flats neglected code of conduct

I am an online worker. I work at night to accommodate my client's timezones, I work on weekends too. I am so frustrated and my work is bady affected by of some so called tenants that live nearby our Unit at Madulammoho Jabulani Veiws flats

I have been a tenant for Jabulani Veiws flats for more than 3years now and this couple from one unit closed by ours are deliberately disobeying the code of conduct since we moved in here and nothing has been done apart from them only paying R100 of which doesn't benefit us as the fellow tenants. Every Friday 7pm without fail their friends would come over and they would start making noise, having a full on party through out the night until 5 or 6 ams the party carries on until Monday earlyhours. They scream sing on top of their voices, play music so loud and blow vuvuzelas even. We have been reporting them to the house manager many many times but it seems like everyone is failing us.

This is my last resort I did report the matter at Madulammoho housing associations what's app but they never responded. I'm extremely disappointed and defeated about this order. I'm not sure wherever we should move out and let them be or should we join in on the party because this is bullying at its best.
