The phone keeps cutting off before speaking to the consultants

The phone keeps cutting off before speaking to the consultants. I had to call more than 5 times just to get an agent to talk to me. There should be a toll free number for such calls as airtime is wasted trying to reach a service provider. Imagine being in an emergency and having to buy airtime just to call for help.
