Old mutual iwyze accident

Why issuance have a third party cover but as a third party person you are not being taken seriously,last year November one of old mutual iwyze member bumped my car and he promised that I will be covered as a third party now he not answering my calls and when I call his insurance (old mutual iwyze) they are saying if he doesn't claim for there is nothing they can assist me with, I have all the documents and proof that their client is wrong but I guess they are the same as their client 🥺
