Issue false advertising

A week ago IWyze was running a campaign, if they cant match or give you a better quote with your current insurer, you qualify for r1700. this is false advertising, they couldn't give me a better quote the first time. then they requested my insurance schedule of my current insurance. once i done that they came back with a lower quote and higher access. but still thwy did not pay out. Shouldn't they be paying out on the first quote given.
