COC not valid with Ivor Smith Electrical

I bought a house and the seller arranged for Ivor Smith Electrical to do the COC certificate. This COC was signed off my Ivor Smith. The transfer went through and was started to move in. I found that i have no hot water and there was a geyser control unit on the DB board. I had not seen this before, so I went to the Municipality to inquire. They advised that this would not be the issue. I then contacted the complex insurance company to investigate this. They sent out D S P Plumbing, who where very professional and came out to test the geyser. They found that the geyser was wired incorrectly and that the live wire was connected to the earth, which i am told of very dangerous and could have stated a fire. He advised me that a COC should never have been issued on this work completed. I took this matter up with ECSA, who responded, saying that I should now obtain a COC certificate from the company that fixed the system. this is not professional and I asked why should i request a COC when one was issued. ECSA should investigate this. I have not received a responce from them yet. instead, I had Ivor Smith and Fabian Smith come to my place and ask me, aggressively, if this was my complaint. I said yes and they said that they would comment only directly to ECSA and that must not delay this matter and be available to attend this meeting. I have yet to hear of a meeting. I feel that Ivor Smith Electrical should be held accountable, as the public places their trust in the COC and their workmanship.
