Deposit not Refunded

I paid a consultant in N1 City R300 Deposit for the Itouch Pain Relief Solution. I decided afterwards that the product is too costly and was contacted by their Manager. After numerous phone calls he offered the product at a much lower price, and I could pay the balance off over a period months. Months has passed and decided that I want my deposit refunded. After numerous contacts via phone, the Manager promised the funds will be in my account 23.02.2020 I first contacted the Manager on 30.12.2019 , it's now 13.02.2020 No monies to date. When I told him that I was going to complain on Hellopeter , he said" no no no"
