Elderly struggling to get payouts

Good day. I’m wondering if you could help me. My grandfather played lotto and has won R2300 he now wants to claim it but Spar near him in centurion have said they only pay out winnings below R2000. He was referred to a Pick n Pay as well as two other Post Offices but to no luck all of them responded Lotto have removed the machines thus payouts will no longer work there. Could you please help us? He is an elderly and cannot stand in long queues.
