Rental ******* Plus false 1 month rent free advertising & Electricity Cuts

Before I moved into a bachelor flat I was told rent would be R3199 and I moved in then statement came through with a small note referring to rental increase all of a sudden my rent has increased from 3199 to R3899.This is rdiculous plus electricity is a nightmare they keep blaming city power for the cut offs but we not stupid we know there's a possibility they are owing city power thousands if not millions.
