Faulty iPhone

So I send my iPhone 5s to get repaired. I get a replacement which turns our to be faulty aswell. Does apple south africa just replace your phone with another \repaired\" phone?! I want a brand new phone. Not repaired one or as apple calls it a \"certified pre-owned\""
