Contract SIM still RICA barred

I had to visit the store more than 8 times simply to sign up for a new contract (Linked to my existing MTN profile) The system never works efficiently, the process is rather outdated and extremely tedious and time consuming (Considering I have an existing contract straight from MTN and been through their process - much simpler and easier.

Now received my phone and sim - eventually, 2 weeks later , sim card is still RICA barred and I CANNOT USE - its a contract - all documents submitted for it to be approved- the sales agent doesn't care anymore- as she has made her sale. Why am I paying when I can only partially use my contract? I have emailed the sales agent a few times- and have not had a suitable reply yet.
