Complain against beprop as well as ismart metering-649 krige street, silverton

I want to check if you guys can assist in checking beprop whether it is registered or not, I am renting a unit at silverleaf complex, no 649 krige street, silverton.we are being made to pay sanitation which to mg understanding it must be paid by the owner, secondly there is ismart which is responsible for charging us water,electricity as well as sanitation,this company is really overcharging us and we asked for prepaid meters they refusing to gives that.their rate is too high .please assist ys
