Estimations not metering!!!!

I’m so upset, they basically *****ing from us!!! The more I email them asking them how is it that when there’s absolutely nothing in the house that’s on I am charged everyday still? I ask how when we’re having a blackout in the area where there’s no lights for 3 days or more can I be billed for that day ? I switch off all the appliances daily but it’s still a running…. How do we change to a different metering service? Or even go back to Tshwane????? This is ridiculous now!!!
