Prepaid water, can’t purchase voucher

The past two separate occasions over a period of two months showed service provider down so unable to purchase voucher. I attempted on two different banking apps, as well as at a garage and Pick ‘n Pay with no luck. The cellphone number just rings and customer care number provided only available during office hours. Very poor.
