Wrong order

Good Day My husband have bought shoes from Tom Smith Sale and they shave send the wrong shoes, he have been in-contact with them and he have asked if they can change shoes and they mentioned that they will refund him in full he can give that one as a gift, a day later they have send him an email saying they will refund him only 25% of his money however they are the ones that made a mistake. We have been send them an emails and they do not reply any more, we need the money back to buy it from other company. he paid R1200.00 for those shoes.
