service closed earlier than it should have

I called the intercape call center and asked what time the courier service closes, I was told at 4pm. I asked the people who worked there when i went the last time just to make sure, he told me they closed at 4:30pm. I arrived just after 3pm today in an effort to beat traffic and ffound it closed. No explanation, just closed! Been here for more than an hour and it's still closed. No one can help me. Incompetence and a costly inconvenience this is! I am appalled.
