Unacceptable refunds policy

I have recently tried to cancel my course with Intec College, but they suggested that i transfer my course for another instead of cancelling as it would have a bad reflection on my credit record. Below is an extracting of their conditions: INTEC College would like to encourage you to continue with your studies and gain the benefits of further education. Should you wish to continue with the cancellation of your course, the following will apply?  A cancellation fee of 80% (R19 446.40) of the original cost of the course will be applicable.  Course fee (R24 308.00)  80% Value (R19 446.40)  Total course fee paid (R8 252.00)  Unpaid debit order charges (R300.00)  Amount to be paid to cancel (R11 494.40) In my whole life i have never heard that i need to pay a college to cancel a course.

Please help!!!!
