They gave me the wrong resources

i feel as if though my dreams are being held from me by the institution. at first they delayed the delivery of my assignment and when they did finally deliver it, they deliiver the wrong onw, i a near the end of my course now and i still have not receieved the necesary resources to enable me to do my studies, if more than anything i feel as if though i have taken 5 steps backwards, when i try contacting them, they chose not to reply my e-mails.
