Refund Run Around by Intec College

My daughter did not attend school from the beginning of the year since she suffered an emotional breakdown. Her psychologist gave a report that she can go back to school and have a normal life. I then contacted Intec College to seek assistance from them so that my daughter can complete her grade 12 with them and I told them of my dilemma. The consultant who assisted me was Marie Kapapa and she advised that Intec can assist me so I requested for the application forms. I sent the completed forms to Intec to Marie and and she confirmed that the application was approved on July the 15th 2016 and requested that I pay the registartion amount. On the 19th of July 2016 I paid the registration amount which the consultant confirmed receiving. On the 20th of July 2016 she informed me that Intec - Marie Kapapa could not assist me as my daughter is 17 years old and the course on offer for grade 12 was only for 21 year olds. I understood even though I was shattered for my daughter who was very excited about studying again. I immediately asked for the registartion amount to be refunded so that I could use it for an alternative school or institution. My daughter's old school has taken her back and she satrted last Monday and I need to buy uniforms, textbooks etc. I have been following up with emails, phone calls to Intec requesting my refund but I am getting a run around. Its a full month now and they still did not pay my refund back which they have no right holding oin to since they are in no position to assist me. They are a service provider and CANNOT provide a service to me and shouldnt be holding on to my money. How did the application get approved for a seventeen year old before the money was paid if they dont offer that course currently? I am seriously appalled by Intec College as now I have to make loans to buy the stationery and uniforms for my daughter while they keep my money.
