Owe me Money

I cancelled my daughters Project Management (INTEC Student Storm West SN *** CANCELLATION / DEREGISTRATION - case: CAS-77993-J3M4J3) course in August 2019. They accepted the cancellation and said they would refund me for part of the course. It is now 2 years and 3 months later and I have not received my refund. This is disgusting. I am in financial crisis and really need this money to buy groceries and pay a few bills. How do I get this sorted out. I need this money now. I sent multiple emails throughout this time to ***, ***, ***, *** I now request a full refund, not just a partial refund.
