no study materials delivered after 2 months

I paid for my course in Landscaping in January and as yet have received no study materials. We are nearly a quarter of the way through the year - what am I supposed to be studying? My student no. is ***. We have phoned and had promises to phone back - nothing. We have emailed - no response. We have asked for the name of the principal and been cut off. What do we do?
