No refund after months

I enrolled end of January for counseling course and paid R4550 in full. After about 2 months of no study material and numerous calls and emails, I heard that there is problem with printers. I cancelled the course and have been trying since April to get a refund. Finally got legal service to assist and we moved to financial department, received email with amount that will be refunded and notice that is will be done within 90 days. We are far past 90 days and now I hear I have to enquire daily, but so far, no response. Frustrating!!! I studied through Intec years ago and had great service. This time pathetic doesn't begin to describe it. I will continue to beg for my refund, but seems small claims court only option.
