No Certificate !!!

I studied for Diploma in Archutectural draughting all my fees are up to date but its been over a year and i have not yet receiced my certificate and its costing me job opportunities. I am sent from pillar to post with one excuse "We are waiting for head office to sign your documents" . I dont see it happenong any time soon
