Intec refuses to refund me

The poor service at Intec continues yet again when they refuse to give me my refund, i have called and emailed several times, but received absolutely no correspondence from the college. Are they so desperate for my money that they are holding on so tightly to it. I want my refund, i am sick of waiting, its been over a month. I think i will be laying an official complaint with the National credit regulator, you cannot withold funds and refuse to release it, its disgusting and its theft. And then they look for lame excuses to charge a cancellation fee. Well before you take any cancellation fee, you must show me where i signed for something like that and show me what goods were exchanged for cash. I know the law and i have the means to enforce it to the full extent
