Intec college scheming

i registered with intec college on the 10th feb 2015 then on the 16th feb received a registration confirmation that my study material will be delivered within 21 working days. 2 months later nothing happened with countless emails and no response from the college. I then decided to deregister from the college and only then they responded to my email which they said it will be processed within 14 working days. They haven't done any debit order since I registered but only begun to do so once my deregistration was in progress. I called the accounts department in Cape Town and asked them to hold back on the debit order as I explained my situation with the college and they said that they can't aa they debit has to go through either way and will be \refunded "once the deregistration is granted. I told them I do not want to study anymore with them and want my registration money back. Why should I pay for something that is not there? I looked up on facebook and discovered that many other students are facing a similar situation regarding their study materials.
