Intec Certificate

I completed a certificate at Intec College YEARS ago. After finally completing payment and confirming that they have received all outstanding amounts I am getting no further assistance. I have called and emailed and they promise it will be sent. This was a year ago and I still have no certificate. How does one get a refund then?
