impossible to deregister

I have requested to cancel my course on the 11 September 2019 still within the cooling off period and to date my course has still not been cancelled it has been passed from 1 person to the next withing the company delaying the process and now I am liable for all payments due I have a paper trail with all emails as evidence and will be taking legal action towards intec.
