Enrolled son at Intec, no study material received

I enrolled my son with Intec college for a course, we were told that the study material will be dispatched if in stock and if not, we will receive it within 21 days from date of registration. Every time we query his study material, they refer back to their 21 day SLA. The 21 days have passed now and still no study material. We sent e-mails but they just get escalated to another person with no feedback yet. We kept our side of the agreement to pay the deposit upfront, why can't they deliver????
