Certificate still not received

I have registered with Intec College in 2013 and complicated Environmental Health and Safety Course on the 11/01/2015. Ive been calling Intec College every week from the 13/01/2015 to get my certificate and every time i call its one excuse after the other. I have referred friends to register with Intec and that is the biggest mistakes i've ever done because they will never get their certificate after complication.
